Noble is a trait that is essential to getting the most out of your districts. You want to have this at max level on EVERY character you have assigned. This trait provides even more Leadership than Confident, so this is even more mandatory for that job. However, you do NOT want to have this trait on a single person that you actually use for combat. It applies zero combat bonuses.
